What are the issues in building a two storey garage (~3.5mx9m long) in my garden and deteched from the house?

(1) The garage is in the UK (England)
(2) Power is available, though water and drainage is not.
(3) Is not intended for living in, but storage
(4) Issues are associated with building and planning issues
I would say talk to a local contractor,he would be more versed on these issues.Often a contractor have architects they work with for design purposes.
Or if you choose a simple trip to your building dept.
